What You’ll Do
- Serve as the primary liaison for subcontractors and assigned projects, balancing compliance, performance, and project needs
- Prepare and administer subcontract awards, task orders, and modifications aligned with government regulations and Maximus policies
- Lead subcontract negotiations and manage teaming agreements and NDAs during proposal efforts
- Compile, analyze, and maintain subcontract data and historical documentation in support of CPSR standards and audits
- Evaluate subcontractor proposals for pricing, capability, compliance, and performance history
- Monitor subcontractor performance and resolve disputes, discrepancies, delivery timelines, and performance issues
- Identify and resolve complex subcontract issues independently, engaging stakeholders when needed
- Support the subcontracts portion of proposal development, including price/cost analysis and subcontractor management plans
- Track compliance across contracts and vendor agreements, including reporting and analytics
- Monitor and report on SLAs and provide regular compliance updates to project leadership
- Coordinate RFP/RFQ packages with SOWs, technical evaluations, and terms and conditions
- Meet with subcontractors, vendors, and third-party auditors and support quality assurance audits
- Develop business continuity, disaster recovery, and document archiving reports
- Influence and guide junior team members on procurement practices and federal standards
What You Need
- Bachelor’s degree and 5+ years of relevant experience
- Advanced degree or professional designation (preferred)
- Experience managing subcontracts under Prime contract awards (Cost Reimbursable, Firm Fixed Price, Time & Material)
- Strong understanding of FAR/DFARS, CPSR compliance, and best practices for NDAs and teaming agreements
- Experience supporting Federal Civilian and DoD programs
- Proficiency with ERP systems (Coupa preferred), CLM systems, and Microsoft Office (Excel, Word, PowerPoint)
- Ability to operate independently in a fast-paced, matrixed environment with minimal oversight
- Strong communication, leadership, and problem-solving skills
- Proven ability to handle complex negotiations and dispute resolutions in technical environments
- Experience supporting CPSR-compliant audits and maintaining rigorous documentation
