Job Summary:

This position plays a vital role in managing the Human Resources (HR) Operations and Classification and Compensation units, both of which operate in a fast-paced and ever-evolving environment. In addition, provides essential leadership support by partnering closely with agency management, the aim is to develop thoughtful strategies and innovative solutions that genuinely enhance the operations of the Department of Child Safety (DCS) Human Resources while fostering a culture of continuous improvement. 

This position may offer the ability to work remotely, within Arizona, based upon the department’s business needs and continual meeting of expected performance measures.

All work, including remote work, should be performed within Arizona unless an exception is properly authorized in advance. Job Duties:

  • Oversees the processing and approval of all personnel actions within the agency, including payroll adjustment forms. Manages the onboarding process for new employees and ensuring they enroll in the Arizona State Retirement System (ASRS). Addresses any issues related to employee benefits. Maintaining employee personnel files and overseeing the Fingerprint Clearance Card Renewal Program. Manages and oversees the Arizona State Employee Driver Record Application (ASEDRA). Acts as the Travel Reduction Coordinator, along with handling other HR management-related tasks. 
  • Reviews and approves salary and classification actions for agency ensuring conformance with personnel rules, Fair Labor Standards Act (FLSA) regulations and ADOA Compensation Guidelines, along with handling other HR management-related tasks. 
  • Serves as a subject matter expert and provides technical assistance and guidance to agency management, division HR liaisons, and staff in areas of operations and job classification and compensation strategies.  
  • Meets with staff to provide direction/guidance and discuss work assignments. Adjusts priorities to ensure effective and professional customer service is provided. Develops and revises policies and procedures, forms, processes and reports related to the unit’s responsibilities. Meets with management staff on issues and takes appropriate action to resolve and/or provide information. 
  • Participates in small and large-scale classification and compensation projects of varying complexity, sensitivity, providing analysis, and making determinations at a professional level. Conducts regular audits of the agency’s organization structure for efficiencies and partners with managers to develop workforce planning strategies and talent development capabilities.  
  • Attends and participates in Human Resources (HR) meetings/trainings. Conducts staff meetings to keep team informed, serves on various work teams, and represents the Chief Human Resources Deputy Officer in meetings. Completes special assignments/projects.

Selective Preference(s):

Must have a minimum of three years of professional-level HR experience in a management, supervisory, or subject matter expert role(required).

Experience in a state government role related to classification and compensation and/or operations is preferred.

An HR certification or degree is preferred.

Pre-Employment Requirements:

The ability to secure and maintain clearance from the DCS Central Registry.

This position requires driving or the use of a vehicle as an essential function of the job to conduct State business, then the following requirements apply: Driver’s License Requirements.
