Minnesota Management & Budget (MMB) is responsible for managing state finances and human resources and providing systems for daily business operations, information access, and analysis. We are a central service agency, serving the governor, the legislature, over 100 state government entities, over 50,000 state employees, and most importantly, the people of Minnesota.
MMB is hiring the next Budget Operations Director. This is a permanent, full time leadership position in the Budget Services Division. We are looking for a dynamic individual to join the Budget Services team at MMB who will be instrumental in the State’s operating budget process and activities.
The Budget Services Division provides critical services to the state of Minnesota such as managing the biennial and supplemental processes, producing Governor’s budget documents, and providing fiscal and programmatic oversight and development of the biannual expenditure and revenue forecasts.
This Budget Operations Director develops, facilitates and supports the executive branch budget process, culminating in the Governor’s budget request. This position is responsible to manage and direct the operations, planning and support of the statewide budget-related systems, including the budget planning and analysis system (BPAS), the capital budgeting system (CBS), the Appropriations Maintenance Application (AMA), and the fiscal note tracking system (FNTS). This position provides independent evaluative judgments, recommendations, policy and program analysis to the Governor, Minnesota Management & Budget Department management, state managers and the legislature relative to the planning, development and execution of the state budget, including modification of existing policies and laws. The position also coordinates the legislative initiative approval process.

Minimum Qualifications
Eight (8) years of supervisory or managerial financial management experience focused on:
- Public finance, governmental accounting or public financial management including budget monitoring, financial analysis or auditing, OR
- Establishment of programmatic priorities, analysis of fiscal impacts of public policy options, and the conducting of program analysis/management organizational reviews.
AND
- Three (3) years of direct experience in a central budget office for a government entity.
- Knowledge or experience with the State of Minnesota biennial operating budget development or capital budget development AND
- Demonstrated ability to communicate effectively, both verbally and in writing
OR
Master’s degree in public policy, Public or Business Administration, Public Finance, or closely related field
AND
- Four years (4) of supervisory or managerial financial management experience focused on areas noted above,
- Knowledge or experience with the State of Minnesota biennial operating budget development or capital budget development AND
- Demonstrated ability to communicate effectively, both verbally and in writing.
OR
Bachelor’s degree in public policy, Public or Business Administration, Public Finance, or closely related field
AND
- Six years (6) of supervisory or managerial financial management experience as noted above
- Knowledge or experience with the State of Minnesota biennial operating budget development or capital budget development AND
- Demonstrated ability to communicate effectively, both verbally and in writing.
Preferred Qualifications
- Experience with large enterprise-wide IT systems such as the State of Minnesota’s accounting and/or budget systems, including the ability to extract data for reporting and analysis.
- Knowledge of the state legislative process; public policy-making processes; and state government structure and functions.
- Direct experience managing complex processes involving many entities with various roles.
- Demonstrated ability to communicate complex financial topics and work effectively with others, including senior level agency staff, legislators, legislative staff and other professionals.
- Experience functioning as a subject matter expert.
- Experience working with the Minnesota Legislature.
