University of Iowa Health Care department of Health Care Information Systems is seeking an Assistant Director to provide leadership, strategic planning, operational support, and decision making in an information technology rich environment. The key areas of responsibility include project, service, organizational and relationship management, business analysis and leadership, staff and resource management, and financial responsibility. Direct integration communication systems teams engaged in the design, implementation, and operational support of our related communication software. To plan, organize, and integrate cross-functional information technology projects to deliver specific measured results to the customer. Coordinates the work of technical and administrative staff across other functions and disciplines.
Position Responsibilities:
- Oversee the development, implementation, and maintenance of IT policies, strategic plans, and organizational goals.
- Develop tracking and evaluation programs to support the achievement of the organization’s IT objectives.
- Consult with university officials on policy matters, interdivisional collaboration, and capital improvement projects.
- Collaborate with departments and administration to establish goals and priorities for technology solutions.
- Represent the organization’s technology interests to internal and external committees and groups.
- Foster the professional development of assigned staff, supporting both individual and team growth.
- Develop the annual IT budget and provide fiscal oversight for the organization’s technology expenditures.
- Participate in the budgeting and planning processes for technology development and deployment across the institution.
- Recommend and assist in the development of university-wide IT policies and procedures.
- Direct IT operations, supervising staff directly and through assigned managers.
- Hire, evaluate, and provide performance feedback for assigned staff, recommending salary increases, promotions, and disciplinary actions, including terminations.
- Manage large-scale or interdependent projects and services across multiple functional areas with enterprise-wide implications.
- Organize and manage all phases of projects to ensure timely completion.
- Assemble and coordinate project teams, assigning responsibilities and tracking progress.
- Facilitate interactions with customers and strengthen relationships.
- Provide regular updates to senior leadership and project sponsors regarding project status.
- Prepare special and periodic reports for senior leadership on existing and proposed systems.
- Identify business system solution requirements by analyzing work processes and operations.
- Serve as a functional expert, translating business practices into system solutions.
- Act as a liaison between technical staff, users, vendors, and other stakeholders.
- Recommend improvements in service delivery, scheduling, and quality control.
- Establish or modify procedures and workflows to maximize the use of available technologies, improving efficiency and customer satisfaction.
- Provide expert technical support on hardware and software applications used across UI Health Care.
- Contribute to the development of short- and long-term goals to meet strategic IT objectives.
- Influence decision-making at the departmental and enterprise levels.
- Direct and manage supervisory and lead staff in scheduling, assigning, and monitoring work processes.
- Ensure staff compliance with UI and UI Health Care policies and procedures.
- Identify professional development opportunities and promote continuous learning among staff.

Education Required:
Bachelor’s in Computer Science or MIS or an equivalent combination of education and related application development/support experience.
Required Qualifications:
- Experience (typically 7+ years) defining, planning, and guiding the installation of mission-critical healthcare IT services involving multi-disciplinary teams in a large academic medical center environment with considerable (3-5 years) administrative and management experience including staff management activities.
- Experience providing consultative and analytical support to professional staff in evaluating, designing, implementing, and supporting complex computer systems to support clinical service needs.
- Demonstrated project management skills.
- Expert level knowledge of industry trends and demonstrated experience applying new technology solutions to business and healthcare problems.
- Exceptional verbal and written communication skills; ability to articulate ideas to both technical and non-technical audience.
- Experience as an administrative manager of professional staff.
- Ability to motivate in a team-oriented, collaborative environment, exceptional service orientation skills.
- Professional experience working effectively with individuals from a variety of backgrounds and perspectives.
Desirable Qualifications:
- Experience with analyzing, planning, implementing, and maintaining of communication software.
- Epic certification/accreditation related but not limited to the following: EpicCare Inpatient, EpicCare Ambulatory.
- Understanding of Information Technology Infrastructure Library (ITIL) concepts and practices.
- Experience and/or training in Lean Process management.
- Experience working in academic medical center.
- Experience in the development of standards and policies across functional specialties.
- Experience with analysis, planning, estimating, and scheduling of high-risk, high-impact IT projects.
- Exceptional organizational skills, with the ability to efficiently manage multiple tasks and prioritize effectively.
