The primary purpose of the Administrative and Financial Consultant position is to serve as the administrative and financial consultant to support personnel in all matters related to budget preparation, billing and collections, expenditure reporting, and management of state and federal funds for local health departments in the western-central region of the state
This position:
- Provides consultation, training, and technical assistance to assigned local health departments in the areas of:
- State and/or federal financial reporting and programmatic requirements
- Expenditure reporting within the Aid to County (ATC) database system
- Local health department staff time documentation
- Local accounts receivable system
- Medical and administrative records
- Clinical billing,
- Organization/re-organization of agency personnel;
- Serves as a fiscal and administrative liaison between the local health department fiscal officer and billing staff, and DPH branch managers, section chiefs, and program supervisors.
- Identifies and develops recommended and/or required training and in-service and/or virtual presentations for local and state public health personnel.
- Is actively involved in special projects involving clinical coding and billing guidance, and other projects assigned by branch leadership;
- Uses current, evidence-based tools when providing consultation and technical assistance to LHDs;
- Provides guidance and recommendations to local agencies in the areas of appropriate fiscal, budgetary, and accounting methods as well as interpretation and guidance of state and federal rules and regulations relating to local health department functions.
- Travel to DPH headquarters, meetings across the state, and assigned counties is expected when required or requested.

About the Local Technical Assistance and Training Branch:
The Local Technical Assistance and Training Branch works to strengthen the capacity of local health departments to improve the health of people and communities in North Carolina. The Branch is the Division of Public Health’s primary interface with local health directors. Services include generalized nursing consultation, administrative consultation, and accreditation.

Qualified applicants must document on the application that they possess all of the following:
- Documented knowledge of public health finance and billing principles.
- Experience with budget and accounting principles, including all state statutes, rules, regulations, and requirements.
- Experience translating principles of fiscal control and accounting into language that is easily understood by those without education or experience.
- Ability to communicate effectively both orally and written (reports, training, consultation, technical; assistance, email, phone).
- Ability to solicit information from a variety of staff, analyze that information, and make recommendations for change.
- Certification in outpatient clinical coding, sponsored by the Branch, within one year of employment and completion of all requirements for recertification.
Management Preferences:
- Six years of progressive local public health experience and background in local/state government budgeting and accounting related to:
- grants and public health programs
- computer skills, including spreadsheets, databases, and word processing.
- Documented success in the areas of:
- public health financial management
- local health department billing procedures
- Knowledge of state government, local government, and public health statutes, rules, regulations, and requirements related to fiscal operations within a local health department.

Bachelors degree from an appropriately accredited institution and one year of experience in HR, budgeting, research or administrative management;
