What You’ll Do
- Serve as the primary liaison for subcontractors and assigned projects, balancing compliance, performance, and project goals
- Compile, analyze, and maintain subcontract data and historical documentation aligned with CPSR standards and audits
- Prepare and administer subcontract awards, task orders, and modifications consistent with government regulations and Maximus policies
- Lead subcontractor negotiations, including terms, pricing, and technical requirements
- Monitor subcontractor performance and resolve disputes, discrepancies, delivery timelines, and performance issues
- Evaluate subcontractor proposals based on pricing, capabilities, compliance, and performance history
- Coordinate RFQ/RFP packages with SOWs, technical evaluations, and required terms and conditions
- Support business development efforts by reviewing solicitations and contributing to proposals (price/cost analysis, subcontractor management plans, small business participation plans)
- Negotiate and administer teaming agreements and NDAs during capture/proposal phases
- Track compliance across contracts and vendor agreements, including reporting, analytics, and SLA monitoring
- Meet with subcontractors, vendors, and third-party auditors; support external audits and vendor QA audits
- Deliver compliance updates to project leadership and ensure key operations/quality plans are maintained and current
- Influence and guide junior team members on federal procurement practices and standards
What You Need
- Bachelor’s degree and 5+ years of relevant experience
- Advanced degree or professional designation (preferred)
- Experience managing subcontracts under Prime contract awards (Cost Reimbursable, Firm Fixed Price, Time & Material)
- Strong understanding of FAR/DFARS, CPSR compliance, and best practices for NDAs and teaming agreements
- Proficiency with ERP systems (Coupa preferred), CLM systems, and Microsoft Office (Excel, Word, PowerPoint)
- Experience supporting Federal Civilian and DoD programs
- Ability to work independently in a fast-paced, matrixed environment with minimal oversight
- Strong communication, leadership, and problem-solving skills
- Proven experience handling complex subcontract negotiations and dispute resolution
- Experience supporting CPSR-compliant audits and maintaining rigorous documentation
